Overview
The West Java provincial government expressed its vision as "the realization of West Java inner and birth champion with innovation and collaboration", with jabarprov.go.id as its digital face.
Challenge
Between 1 June and 11 August 2019 the portal recorded 156,362 users against a population of over 48 million, with an average session of 1 minute 10 seconds — figures that suggested residents were not finding the portal useful.
Objective
Increase monthly visits, broaden what the portal is actually useful for, and make digital public service in West Java something residents would return to.
Approach
Grounded in published figures from Indonesia's Central Statistics Agency (BPS) and the portal's own usage data, rather than in aesthetic preference — the case for redesign had to come from the gap between population and usage.
Selected decisions
The write-up for this project is in Indonesian, matching the audience it was written about.
Deliverables
Research analysis and a proposed redesign of the portal's face and user experience.
Outcome
A self-directed proposal. It was not adopted by the provincial government, so no post-launch figures exist for it.
Reflection
A public portal serving 48 million people cannot be designed around what looks modern. The usage numbers were the argument — one minute and ten seconds tells you more about an information architecture than any heuristic review.
